Battling winds topping 30mph Wozniacki took the opening set in style with three breaks of serve, taking it 6-2.
The second set was more competitive with the diminutive Cibulkova finding her range and managing to secure an early break.
But Wozniacki was not to be taken to a third set for the first time here in New York and stepped up her play in the 11th game, breaking the Slovakian and then serving out the match to win 6-2 7-5 and advancing to the semi-finals where she will meet Vera Zvonareva of Russia.
"This felt like playing in a hurricane," admitted Wozniacki, who has yet to drop a set in the tournament.
"But it was the same for both players and I'm so happy to get through.
"When we were practising I thought 'Oh, it's not that windy today' but when we came out here I knew it was about just surviving, getting as many balls back in the court as possible and just run."
